Walter Joseph Phillips was born at Barton-on-Humber, Lincolnshire, England, in 1884. While still a school boy, he began attending classes at the Birmingham School of Art. After finishing school, he went to South Africa where he worked at a variety of jobs hoping to earn enough money to further his art studies. Back in England, he worked as a commercial artist and taught school before emigrating to Canada in 1913. He settled in Winnipeg and began to teach art at St. John's Technical School. In addition, he taught classes at the University of Wisconsin for several summers.
