Cecil E. James was born in Manchester, England, in 1907, and came to Canada in 1914. During the late twenties he studied with A.F.L. Kenderdine. He had a variety of jobs, including sign painter and theatre manager, before opening a gallery, art supply and framing shop in 1949. In the gallery, he showed the work of local artists such as Dorothy Knowles, William Perehudoff, Ernest Lindner and Wynona Mulcaster. In 1979, his painting of Blackstrap Mountain was used to promote the Canada Winter Garnes, held in Saskatoon that year. He produced a booklet called Prairie Pageant that featured reproductions of several of his watercolours. In 1973, he retired from his business and moved to British Columbia.
